2006-Dated confidential Dispatch from Yangon-based Bangladeshi Ambassador to the Foreign Secretary in Dhaka
Ethnic cleansing of Rohingyas and World and Aung San Suu Kyi's indifference, 20 Feb 2016.
Bangladeshi Ambassador wrote in his letter:
The Rakhine state despite having vast natural resources is the most neglected state because the majority of the people are Rohingya Muslims. In a long term ethnic cleansing process the military has taken steps to rehabilitate Myanmar Buddhist people under "model village project", especially in Rakhine state to balance the Muslims and Buddhists population. So far the government has set up the 30 model villages, where the thousands of Buddhists from different state have been settled with an attractive package of land, cash donation and monthly subsistence allowances to make them permanent. Muslims in Rakhine state do not have rights of owning property. Even permission is needed for cultivating the land, Muslims have to pay money to obtain permission for cultivating, selling products, travelling from one village to another etc. Muslims are not allowed to repair or rebuilt their worships even at their personal cost. The UN General Assembly have taken many resolutions on Myanmar political and human rights situation but not a single one could have changed the situation.
These days Government provides them a document called "Residence Document" , for those who can fulfil some conditions. These are: a) speak in Myanmar language b) Marriage Registration c) Birth Registration. Currently, UNHCR with the help of other NGOs imparting language course to Rohingyas. Most strikingly problem remain with the marriage and birth registration. Permission for marriage and cost of registration are so high that many marriageable couples find it difficult to arrange finance. In some cases birth is not registered unless a pregnant mother allows taking the photograph of her own lower abdomen, which is very unethical to a Muslim female. During the diplomatic trip some of the Rohingyas told me that lately Myanmar students are not given higher education certificates from their institutions even they have passed examinations like to matric, intermediate and graduation. Even they are not allowed to go to Sittwe, the capital of Rohingya to enroll themselves in the colleges or in universities to pursue further education.
